The fees for parking at the apartment complex is a civil matter and you will need to contact the court house for that matter also the impeding the flow of traffic would be a Law enforcement issues (illegal parking or other activities, noise ordinance violations, etc.) need to be reported directly to the St. Petersburg Police Department by calling 727-893-7780 (for non-emergencies) or 911 (for emergencies.)

This sounds more like a fair housing/code issue and NOT a civil matter. How can an apartment complex charge its tenants for parking when it is required to provide a certain amount of parking for its complex. Housing department should be involved, don't push these folks off to small claims court.

It is a code violation plain as day went and read thought the city codes until my eyes bled. Call code enforcement and get them involved.
