Description

I run early in the morning along the capital trail and I pass dock and Ash street everyday. The trash and smell left by the group that regularly congregates there is getting worse. This week someone punctured the plastic road barriers so the water has leaked out and yesterday there was graffiti sprayed on several of the barriers closest to the congregation space. There is a homeless person under the intermediate terminal who regularly interacts with me on the trail and will sit in a chair right along the trail at dock and Ash to make comments of people going by. The situation at the space is ugly and getting out of control.
