This property (the rear of the wastewater treatment plant) is known as the "Free Graffiti Wall." It is not illegal to paint here. Individuals are, however, responsible for cleaning up after themselves, carrying litter away from the site, and refraining from painting on the actual trail. Thank you for your post.
