The esplanades and RoWs are adopted by the management district. All of the boulders were installed to prevent motorists from running the curbs and ruined the irrigation and plants

Boulders are illegal in the ROW. I can understand the concern with motorists, however there are other possibilities in this regard which can be used and still remain in compliance. For instance, a large tree may be planted in the corner, such as an oak tree, bushes up to 7' high may be planted, such as Chinese Privet, or a fountain with pond may be designed. There are many options, but a boulder obstruction is not one of them.

Inspector Leroy visited at the address and investigated the Issue of the boulders. These boulders are not blocking any sidewalk or view for the pedestrian and motorist and not posing any street hazard. Could not find who placed it over at ROW. Should there be any future development in the area, citizen concern will be addressed accordingly. Photo attached for documentation. Case is closed.
