Roadside drainage ditch is not flowing any direction. Water is pending significantly. Driveway culverts are almost entirely filled with silt and mud. Vegetation clearly growing in ditches. Fix this. Clean it out, desilt it, regrade the entire ditch system to actually flow PLEASE!

I'm a drainage engineer, so I'm well versed on drainage issues and solutions. The way the ditch is supposed to drain is not how it actually is graded to drain (based on shapefile data I have access to). The cross section of the ditch on the north side of W 24th Street is supposed to flow west, away from N. Durham Drive, however the culvert crossing at Beall Street is sloped to the east and the cross sections of the ditch show that it too is sloped to the east. N. Durham storm sewer system is not currently designed to take in the W. 24th Street north ditch flows (and physically can't since the inlet at N. Durham Street/W 24th Street is too high compared to the ditch), as far as I can tell. I haven't looked at plans for N. Durham or W. 24th Street, which would provide better indication of what each system was designed to do, so the information I have access to may be misleading or out dated.
To respond to your time limits of standing water per City of Houston's definition, it has not been 48 hours since it rained last, only 24 hours at most. As I said before, I do not expect this issue to be fixed in the near future for several reasons. The main reason being that a true solution would require analysis of existing conditions first then would require design of desired solution and implementation of solution. I walked east and west along the ditch myself to see which way it looked to be graded, however both east and west ends appear to be grading to the center of the ditch segment, ensuring ponding around the 933-935 addresses. I'm pretty certain it's supposed to go to the west, however at this point, any direction of flow would be wonderful!
