Spoke to building manager who said dumpsters have to be left in bike lane instead of adjacent area even with parking lane. This makes bike lane dangerous and unusable.

What the manager told you is not true at all. Please call Mercy Housing's main offices at 415-355-7100 and ask that they retrain the manager (made my call just now).
Dumpsters may not be placed in a traffic lane (including bike lanes) and may only be placed on the sidewalk if a 5FT minimum clearance is maintained. If none of this is possible the property must store the dumpster on-site and request push-pull service. No matter what, dumpsters may not be placed at the curb earlier than 5:00 pm on the day before collection and must be removed by 9:00 pm on the day of collection.
