As ppl who live in these neighborhoods where this type of ignorant, lazy dumping is a problem, we need to form some sort of community group. I'm so sick and tired of the filth that certain ppl dump in our neighborhoods. It really is annoying when your neighbors dump. I've had that problem as well. It's exhausting
