This is not the first post I've seen about this issue. Has the town responded to any of them?

The next person who sees him 'in the act' should take a picture of his license plate. He may have good intentions but the signs he puts up everywhere are not attractive.

Although they are unattractive, his message seems well intentioned. I wonder how he is supposed to accomplish his task in an effective way (key word being "effective") without upsetting everyone?

Well intentioned means nothing in the eyes of the law. He has since taken his sillyness to more of a standing by the roadsides holding the ridiculous signs himself.
