I was nearly broadsided today by a car being driven illegally on the right shoulder lane during my exit from 400 N onto Windward Pkwy. This occurred at about 2:30pm (and outside the 4-7pm window during which it is legal to use the shoulder). I appreciate the enforcement I've seen out there lately but more should be done. It is extremely hazardous for drivers who are actually obeying the law. The driver today was traveling at least 70 (max shoulder lane speed is 40 I believe) and behaving in a passive aggressive manner that suggested he is either clueless or perhaps incapable of reading the legal lane use times posted on the signs. I have to deal with illegal shoulder drivers every day it seems, but today it was closer than ever to becoming an absolute disaster.
