Turns out the Keizer beautification project is for those racing down River Rd to get to Keizer Station. In other places along River Rd, it is difficult to get out of a parking lot even for right turns because of the shrubs. Example, Keizer Plaza on the east side of River Rd in the 4900 block. Been that way since the remodel 7-8 years ago.
