If the vehicle is registered and there are no time limitations for parking in that zone (the car is parked legally) then there is nothing that can be done to force the vehicle to go.
I also meant to add to my comment that no matter if the truck is registered or where and how its parked forget that for a minute again wheres the FULL TIME BLIGHT OFFICER to tag the truck just for being full of garbage and sitting on the city streets.. EVERY little incident like this that gets ignored keep adding up to again a very dirty looking town just drive around and open your eyes theres more garbage and blight around now (to me ) than i have seen in a few years..
Isn't overnight parking restricted to one side of the street or the other by the month? If so, the truck should be moved to the odd side of the street by next week or ticketed now for being on the odd side of the street in an even month.
