New owners 1.5 yrs ago, 2-3 dogs. No one can walk Gail St w/o dogs charging at them even if owner is out with them, they are unleashed. Today was 2nd time I was "charged" at while in friends yard, doing nothing, owners were out, dogs ran across street ready to attack.. Male owner was heard telling girlfriend/wife, Let him go..wife called his name, "sarge," and dog was at my feet. I am handicapped as are a few others in neighborhood, I have a dog, I mind my business & respect the leash law. This has gone on too much with these people and the dog at one point nearly knocked off another neighbor while on ladder and an Asian neighbor, walking the street. Please do something about this. These people also park their cars and work trucks in the street. Makes it difficult to go up and down Gail St and the other day, his plow was there for the entire day! Not trying to make trouble, but let's advise this newcomer, enough of this with dogs charging people and not being restrained as our own dogs are and get the plows, trucks and cars off the public road, for everyone's safety. Thank you for contacting the Chelmsford Police Department. Please be advised that it is necessary to call the station at 978-256-2521 to report issues such as these to dispatch. This way we can address the issue promptly with either our Animal Control Officer or a Patrol Officer. Reporting the issue in real time allows us to witness the issue first hand and address it promptly.
As for the issue with the cars, the Traffic & Safety Division will look into this further.
