Two things... if people already on I-87 northbound would move into the middle lane and the people merging from Route 7 would use the pedal on the right (that's known as the accelerator) mroe freely then this would happen less!

Part of the issue is the back up from the Twin Bridges. That bridge is at capacity. If the bridge is not replaced then altering the on-ramp is not going to help much.

The large part of that problem is because people dont get in line... the drive fast all the way to the front of the exit and jerk their steering wheel to the right to make sure they can get in front.
