Trash is bad enough, but throwing out kittens is humanely cruel!

The Trash patrol in on the war path..the new program is called SWEEP..I put 3 bags outside at the steps for Fox Chase Cancer old clothes. I received a warning from the city..the neighbor told the worker that it was Not Trash and you could clearly see clothing inside! So now if litter blows on the property my 92yr old Mother gets a $50 fine!! The neighbor was written up of a broom outside and a small waste basket! But she ignored the 4-5' weeds inside a yard and the alleyway!!
