This needs to be reported to Progress Energy directly. Their general customer service is 508-5400 or http://www.progress-energy.com/custservice/index.asp. They do not monitor SeeClickFix, so I will close this issue here.
Progress Energy crew contacted us at 12:45 pm to report that this is a cable television line. Please contact TimeWarner Cable directly to have this repaired. Progress Energy cannot fix this.
