I think city leaders believe that these homeless people want housing. To get housing u have to function in society and the homeless I have seen break almost every law there is. Whatever money they have goes to drugs, drinking and this lifestyle. City leaders need to start waking up to reality. Allowing them to continue to do as they please is out of control and mayor schaff needs to quit ignoring the way it is. Maybe the city needs to be sued.
