Sacramento County Department of Transportation is responsible for that. That's a huge liability issue for you as a homeowner because when someone falls and breaks A ankle or arm or worse, homeowners insurance may not cover it so you will be getting sued. Make the county or possibly the state, Caltrans, depending on jurisdiction handle that immediately.

Someone just walked onto my property with his bike and heaved it over the fence. It continues.
