Why are they allowed to continue to camp in park areas and starting campfires. I guess the laws don't apply to them.

Hmmm camping the city overlooks but fires no. Suggest reporting the burn site to the fire inspector - they do quick inspections. Will look for his email and post.

San Francisco is going to be kicking out its homeless for the Super Bowl and if someone at the Mayor's Office doesn't pull their heads out of their collective butts, we are going to be overrun with the homeless.

The city doesn't always overlook camping. During the Occupy protests the city arrested, or threatened to arrest campers in the parks, but I guess the homeless have special privileges?

One has to wonder where these people are going to the bathroom...Oh that is right...IN THE DAMN PARK where children play.

Finally, Libby is trying to convince the public to fund a stadium. If she cannot keep a park free of campers, HTF are we to believe she can do this stadium deal?

Very few of these "people" meet the criteria for low income housing. I ones we deal with are drug addicts, alcoholics or self medicating mentally ill. Many are vets with PTSD. There more than 600,00 thousand homeless in this country and more than 25% are in Calif as of 2014. This is a complete and total fail by all the collective government agencies.

Agree, agree, agree. If Mayor Ed Lee can stand up and do it then why can't mayor Schaaf? Haven't heard any protest over in SF. Allowing the homeless to set up camp in Oakland parks is outrageous. Parks are not campgrounds, they weren't made to use as toilets and to use drugs, they were made for enjoyment to the public and for kids to have an enjoyable experience. I'm tired of hearing about a stadium , when we have the homeless issue, the illegal dumping issue and graffiti issue.

I have no confidence in this mayor or city leaders. Maybe if she does get her stadium the homeless can go out there.

Being homeless is one thing. I am not against someone being homeless it is the camping that bothers me. Once you let them setup a camp then more serious issues begin to occur. Oakland has a history, especially with the homeless, of allowing these long-term encampments to continue.

All I am asking is that these people be rousted every single day and told to move on "No Camping"

It is interesting that when debating the issue of recreation vehicles parked on the streets of Oakland the city noted the issue of hazardous materials

"And the long-term street storage of vehicles that are designed to function as domiciles presents unique problems related to storage and disposal of hazardous or septic waste and wastewater products."

But they don't seem to care if someone camps in a park where children play.

The same double standard exists with illegal dumping on Oakland. It is illegal to dump trash and hazardous materials in Oakland unless you are homeless.

So maybe it does pay to be homeless...Or maybe the homeless are just missing out on a business opportunity. I see it now. The Grand Opening of the Snow Park Homeless Encampment and Hazardous Materials Dump!

Libby, quit schmoozing with the NFL and get back to the quality of life issues in Oakland.

Only 17 days since the report was first made and the bums are still camped out in the park. Plus there are eight more camps under the 12th overpass. Way to go Libby.

Because she doesn't know or want to deal with the homeless, she's too busy planning a stadium that Oakland can't afford instead of making her city a safe place to live. Other cities are making an effort, she is not.. City leaders only think of the homeless as not having a home, they need to wake up and realize that the homeless here do as they please and don't care. Oakland leaders need to be ashamed. It is disgusting.

Actually she is now on her way to Paris (France not Texas) for a climate change conference.

The city knows that 85% of the homeless are incorrigible and will refuse all attempts to rehabilitate them and I have heard that from the mayor's office. The homeless and the poor are big business and those working in and around the industry vote to protect their livelihoods. Libby needs to be homeless friendly to keep on their good side.

I give a rats behind about those who choose to protect their livelihoods. The homeless are breaking the laws of this city and being protected by city leaders and advocates. Come voting time Ms.Libby may be looking elsewhere for a job. Bet they don't live in a park near her.

As of 3pm 12/3/15 the homeless have been living and crapping in Snow Park for twenty-two days and the administration of Libby Schaaf. Way to go, Libby!

On today's walk around the Lake I spotted another camping site at Adam's Park (Harrison & Grand) that has been a constant irritation.

I hope, we, and the parks, can survive Libby.

Can someone escort the Mayor around her city and show her reality, or would that be asking too much?

The camper in this photo moved their campsite about 75 yards to a spot under a tree. See the attached photo. It is now over 40 days that this person has been camping and crapping in the park.

Libby needs to go. Allowing the homeless to camp in the parks is unacceptable. Its a health and sanitary problem. Hope she's a one time mayor. So far I've seen nothing from her that suggests that all of Oakland is a priority.

This complaint was first reported on 11/3 here it is 12/13 and the problem still not been resolved. More photos from today. I at least have had one reply from a city worker which is better than nothing.

I was told the homeless are given a 72 hr notice to vacate an area before they clean them up, so why does it take months to do this along with a stay away order. Mayor Shaaf needs to step down. If she grew up in Oakland she ought to know what her city needs or is it not her priority, or is she too scared to deal with it. Parks are not for camping by anyone, but some folks have no consequences.

The city seems to have closed this complaint (see photo.) Not sure how they could have done this without moving the homeless from the park especially over a holiday weekend. Maybe they think that if they make it look like they are not a bunch of incompetent buffoons that it will make it so. The attached photo is of the notice.

They have several more open I think, but this is why u don't trust what PW says until someone reliable says its so. I think someone is telling the city workers to leave the homeless alone. And Oakland is only making itself look uninviting to visitors. Send the closed picture to Libby and a picture of the homeless still there.

City of Oakland Public Works Department addressed this issue on 12/28/2015, service request # 614889.

People are still camped in the parks. They have never left and the complaint has never been resolved. Public works has closed the complaint because the city is allowing the homeless encampment and there is nothing more Public Works can do about it.

Libby and the city do not want to "criminalize" the homeless (even though camping and crapping in the parks is illegal) mainly because they do not have the moral backbone to go up against the homeless coalitions.

In my opinion, Libby and the city would rather allow kids to play in human waste in the parks rather than openly announce the policy on the encampments, because announcing the setting up of encampments in parks and allowing the homeless to use them as open toilets (the city is not providing portable toilets in the camps they are allowing) would probably get Libby recalled.

To a politician, and possibly a city worker, it might seem to be quite a dilemma. Do you allow the homeless to violate the laws of the city, putting its citizens at risk, because a group of people might get angry?

One solution might be to state, openly, that the city doesn't have the moral character to enforce the laws that protect its citizens. The city has done that in the past with petty crimes (burglary, car thefts, etc. as if those were petty crimes.) But no one is going to openly state they are letting people crap in the parks where children play and ever get elected again.

So Libby and the city, rather than dealing with the homeless problem, talk up the Raiders.

Is there an article some where on her views of encampments? Its not hard to tell where she stands and she does need to be recalled. She is allowing illegal activity. She has no backbone. If something happens because of the homeless she needs to be held accountable for not standing up for the people who pay her way.

The homeless coalition will be on Libby like homeless poop in the park if she puts the boot to the homeless. Libby is probably thinking that if she gets the Raiders deal done we will all forget about the homeless situation.

If that's the way Libby runs her city than she cares nothing about the health of Oakland citizens. How does any Mayor allow people to defecate all over and think that's okay. Its a health issue. Is that criminalizing the homeless. The problem is, is she has no solutions.

It isn't just that Libby is allowing camping in the parks. The real problem is that Libby doesn't have the integrity to come out and say this is what she is doing and why.

Than Libby needs to quit. Other cities do not look like this. Who is Libby working for, its not for the people in the city. She'll learn when she's a one time Mayor, like the last one.

There is an article in the Tribune (http://www.insidebayarea.com/breaking-news/ci_29590793/oakland-mayor-schaaf-releases-housing-blueprint) that mentions Libby's intention to bring 17,000 housing units to Oakland. I wonder if she means to open more camps in the parks?

Oh, just a note about the new tag line Schaaf'ted. I had too much time on my hands and while walking about the lake I thought how we had been shafted by Libby (and sold a bag of rocks by Gerry Brown whom I will never trust again) but shafted soon became Schaaf'ted and a new moniker is born.

After six months the camp in Snow Park is finally being dismantled. The campers left behind a couch, luggage, a stolen cart with refuse, a tent, and human waste but at least they are gone.

Thanks for all these post and hopefully this will be the end of this nonsense. Let it be known if they start again.

The campers have returned to the park. Some time back in July I first noticed them. I reported it in August a couple of times. If anyone knows what Libby's excuse is this time let me know. Last year it was El Nino this year, who knows.
