That looks like a bent anchor for a guy wire to the utility pole it must be next to. The utility (PG&E, AT&T, or Cable TV) that last replaced the pole next to it, and place the new guy wire a few feet further way should have removed it by cutting it off level with the sidewalk.

This is a guy wire anchor that used to hold the guy wire (missing) that went to the Cable TV strand (no telephone on this pole, only CATV & power). Still there on 10/09/12.
