Thank you for contacting the Property Maintenance Code Enforcement Division for the City of Richmond. Based on the information you provided we have assigned an Environmental Coordinator to go to the location and inspect the property for any and all code violations.

These are city owned trees located between sidewalk and street. City responsibility to correct this hazard to drivers trying to turn left onto Forest Hill Ave.

Thank you for bringing this concern to the City of Richmond, Department of Planning and Development Review, however, when the Property Maintenance Code Enforcement Inspector visited the property, it was determined that there are no active code violations found on this property at this time. The Inspector will continue to monitor the situation in the future.

Yet more proof that the "property maintenance code enforcement inspector" doesn't actually exist. Every single "these are hazardous conditions" report in this area is met with "no active code violations found." Either that or the City has no codes that stipulate people traveling within public rights of way have the right to not be in constant danger because no one maintains City property.

Seems to me that this hazardous condition is a City responsibility. The trees/scrub bushes are in the City right of way, between the sidewalk and the street. Trees are planted and owned by the city. Someone is going to get hurt as it is impossible to turn onto Forest Hill Ave from 43rd St. without pulling into traffic to see if anything is coming. Perhaps time to take this issue up with Councilwoman Graziano.
