Description
The signal does not let the pedestrian know when it is okay to walk (pedestrian illuminated in white, walking). The "stop hand" stays up continuously. This is frustrating for individuals that can't read and rely on the signals. (We were out walking with our special needs students and it was difficult teaching them the signals).
