It looks bad. Unfortunately, I doubt that the City of Oakland will clean up this mess. I have been picking up litter and other debris in my Tuxedo neighborhood for over 30 years. My neighbors have not helped at all. It might be best if you just get a plastic yard waste bag and pick up this stuff and put it in your own Waste Management recycling can. I think that is the only way this will get cleaned up. The best of luck to you.

Check out the Keep Oakland Beautiful web site. They supply safety vests, bags, green waste bags, gloves and pick up sticks. The City will pick up the bags. Sometime if you want it done do it yourself. If your neighbors are not willing to help they should be publicly shamed. We average about 12 thousand pounds of litter and trash picked up in the Dimond business district every year.
