This block from Hawthorne to Woodburn is marked one-way eastbound (picture attached) on the pavement.
Why is this alley marked one way?
I thought that this alley from Park to Woodburn was two way, and the block from Woodburn to Oberlin was one-way westbound.

This is a parking lot. If you look at it more closely, it is 2 way. The side you pictured is one way east.
Just to the left of your picture is one way to west.
Look at the angle and the way the cars are parked, and it should be self explanatory.

I do understand that these two lots are currently being used as a single parking lot. Unfortunately, the area between the two lots is a public right-of-way (I believe an alley), and I am trying to get clarification as to whether this section is a contiguous section of alley that runs from Park to Oberlin, and whether or not this particular section is one way.

Alleys are very complex situations. They typically do not meet city standards as far as surface, curb and gutter, and width however we do maintain them. It appears that this particular alley was resurfaced and marked as if it was a part of the parking lot. The markings are not standard City markings. In order for a street to be one way it must be ordinanced as such in our city’s traffic code. This alley is not. The alley to the west of Woodburn is ordinanced as one-way and signed as such.
The city will work with our assessment group to determine the best way to handle the numerous alleys and determine if they need to be one way or not. If they are to be changed to one way condition then community input will be requested.

Okay. This was my original suspicion.
The alley is a two-way alley, but has been marked one-way via a private party.
