The traffic detours and traffic changes occurring at Broadway/Rollins Road, Carolan/Broadway, Rollins/Cadillac, and at Carolan/Cadillac are the result of the US101/Broadway Interchange Project. While Caltrans is the project sponsor and has control over the construction work for this project, please be assured that the City of Burlingame shares your concerns and is continually working with Caltrans to improve this traffic situation by providing recommendations and forwarding public concerns we receive to the Caltrans Project Engineering team responsible for this job.

The City has already made a request for the return of a second left-turn lane onto n/b Rollins from e/b Broadway. We were informed that the construction work on the new overpass landing at Rollins requires the use of several n/b lanes on Rollins. So, a second left-turn lane would force all traffic into the single n/b lane on Rollins and cause the intersection to be blocked more than it currently is. The City has provided Caltrans with a revised striping plan for the existing single left-turn lane on Broadway to try and add some additional vehicle storage and reduce the back up onto California Drive. We are currently awaiting a reply from the State's project manager, and will keep everyone informed.

Do I need to contact Caltrans myself in order to get this fixed or can Burlingame do that?

:-) Right now the construction workers are parking their cars in three lanes of n/b Rollins. When all of their cars are moved and the n/b lanes are still blocked (??) we can worry about where to send the turning cars....

That is exactly one of the issues we want to talk to the State about. Whether or not we can get back that second n/b Rollins lane so we can accommodate that double left again from Broadway.

We appreciate the city and "unnamed" Project Manager speaking to CalTrans. In several weeks, when they start construction on that part of Rollins, we might understand CalTrans need for "3" rightmost Rollins lanes. But right now, it is construction guy parking... there is more space 20 ft further down Rollins currently marked red curb, that they could use, and we could get our traffic lane back.
Please don't let Construction companies and CalTrain take easy way out, and just say "we need that lane" and get away with it.
Maybe if the Construction Companies were making an "extra" effort, they wouldn't have flattened the Transmission Tower last night.

Agree! This is needlessly turning into a cluster-mess. Let's apply some thought please!!

After meetings on Thursday and Friday (before the construction accident of the PG&E tower), Caltrans did agree to opening up the "construction parking" lane on Rollins to traffic. They also agreed with the City's reasoning about opening back up the second left turn lane on eastbound Broadway onto northbound Rollins. Finally, Caltrans also agreed with the City request to confirm whether it is possible to retime the traffic signals at Broadway/Rollins so that all through and left turn movements can go together, rather than separately, as a way to improve traffic flow and reduce intersection blockage. Unfortunately, as of today, and due to the construction accident that happened on Friday night, the City was informed that Caltrans has suspended all work by their crews and those of their contractor to allow PG&E to fully complete their repair work and make the site safe. As we understand it now, it may be a few days before any work on the project may be allowed to resume.

I almost got sideswiped (again) yesterday, by a car in the "middle" westbound lane at the intersection, who thought Green signal-Red turnsignal, meant they could go straight through broadway-rollins intersection westbound.

Hello - Has there been any further update since Aug 31? Construction has begun again on the project, but none of the proposed changes have taken place.

Hello. Yes, we have just receive an update from Caltrans regarding the City request to make available both a second left-turn lane on e/b Broadway to Rollins, and a second "receiving" lane on n/b Rollins after making the turn. After several weeks, Caltrans was ready to implement the requested changes. BUT, now PG&E has stepped in and informed everyone that they have a corroding high-voltage, underground electrical transmission line right at that spot on Rollins. This is in addition to the temporary overhead lines that went down several weeks ago. Since the repair will negatively impact the critical path schedule of Caltrans construction, PG&E has been given the go-ahead to step in and do excavation work on that part of Rollins to repair and encase the failing transmission pipe. I now have the unenviable and regretful task of reporting that because of all this, the current configuration must now remain until December or January. The only consolation to all this is that we were able to convince Caltrans to make minor modifications to the signal timing to allow more time for left-turning vehicles to clear. Additionally, the City continues to push for the significant signal modifications as was described in the 8/31 post above.

I appreciate the update but that is completely unacceptable. They can do much better and you should ensure that they do if you care at all about the people of Burlingame. I'll expect to see the PG&E construction start immediately and all of the Caltrans workers parking at that spot to stop immediately. If that doesn't happen then you are being lied to by Caltrans. My guess is that they asked PG&E to make that demand so that they can keep their parking spots. As a Californian I'll do everything possible to see the Caltrans budget cut and the whole boondoggle privatized so we can get some efficiency and responsiveness to consumers.
