The city needs to start fining the stolen shopping cart owners for illegal dumping and creating a public nuisance. Bounties on the illegal dumpers.

The area all around the building and its parking lot is like a magnet for dumping. There needs to be a surveillance system or something to keep the garbage down, it gets nasty with trash piled up so bad.
