Maybe the homeless couple living next to the dog park could be employed to fill it? They live next to the fence at the northern most point of the park.

empty still, who has the key and bag supply for this? Many places in the park now need fresh wood chips too!

Could the person who empties the trash also fill the waste bag dispenser? Could their trucks we supplied with the refills?
