There is construction going on past 10 pm on Rock Quarry Road on July 22, 2015. This construction is within 100 feet of homes. It is now 3 am and the Fred Smith Company has asphalt reclaimers and pavers running since 6 pm. Who or why would this work be authorized for overnight so close to homes?
