Major construction project is taking place next to the sidewalk, but there is no obstruction permit (to block the sidewalk and protect neighbors from falling debris)
The building has been lifted for foundation work but there is also a demolition project taking place in the interior of the property.
Oakland, are you aware of the extent of the work being done? There appears to be roofing work taking place. Electric power wires are being strapped to the side of the bldg.
