Description

I travel along Lincoln every morning around 3:30 am. For the past several mornings, I've noticed the signal at 10th and Lincoln red for the Lincoln traffic with no cross traffic or pedestrians around. The signal seems to be stuck in a cycle to allow for cross traffic when none exists.
