I know it's the responsibility of the dog owner. Some responsible owners put bagged feces in my empty trash bin - after trash has been collected. Then, it's my responsibility for a week. They need to take it home and put it in their own trash and live with the smell for a week. Dog feces is a public issue that needs its own statistics and ticketing via this system. It's abandoned property.
