Poor drainage and possibly a clogged culvert under Glen Cove Trail are causing at least 1/2" of water runoff to completely cover surface of Bell Rd. I am amazed that I have not witnessed several accidents due to hydro-planing at this location. This is not a new issue, I have witnessed the water sheet over the road for months now. Because almost all of Bell rd. east of this point increases in elevation, it does not require a great deal of rainfall to create a large amount of surface runoff and cover both east and westbound lanes of Bell Rd.
