And there was, this afternoon, what appeared to be a dubious situation at the Vallejo waterfront open space north of The Front Room restaurant--2 or 3 shopping carts loaded with plastic bags full of stuff and other items, with 3 or 4 people around this array.
The ones @ the waterfront are spending nights in the south entrance to the Front Room. About 9 AM, they pack up their 2 infant strollers, 3 shopping carts and their off leach large black dog. How come everybody in town knows about them except Code Enforcement?
By about 0930, they make it to the north end of the Front Room, huddling around the restaurant garbage area on the water front side. If VPD or Code Enforcement don't get out of their vehicles, they won't see them.

And by mid-morning homeless folks and their shopping carts make their way to the front of my office blg @ 236 Georgia St and loiter the rest of the day. The Black Talon private security patrol on their bikes are nowhere in sight. Without a homeless shelter and infrastructure for those folks, we should expect these encampments and clusters of loiteres to be an on-going feature of Vallejo - City of Opportunity.
