I agree, but, in thinking about this, note that, because of the day-care center, many of those bikes arrive with child-carrier arrangements that can make them somewhat longer and/or wider than is typically for adult single-person bikes. Some design thinking about positioning and spacing might make the racks more useful and more able to accommodate the intended number of bikes.
