Description

There is a water cover (~8" diameter) in the middle of the road that keeps popping out as cars go over it. The cover has come completely off or has tilted 90 degrees exposing the pipe hole beneath. As the cover is a heavy piece of metal, it could cause damage to nearby parked cars or the open pipe could be dangerous for bicycles, etc.
