Can a tree be planted there? I believe there's a program currently running to get more trees planted in neighborhoods and it seems like the empty grates could use trees. . Maybe this could help address the tree pit/ trash issue.

I know there is a lot of tree planting going on at the moment (but I think it's from the State, not the City). This looks like it's in front of Stop & Compare, and the sheer volume of pedestrians might be a reason why there's no tree there.
