Description
Hi, I live in the 'walking zone' for Pointers Run Elementary School and Clarksville Middle School in Clarksville, MD.
En route to and from school each day, my family and I cross the street Autumn Wind Circle at Great Star Drive. This is a busy (and often dangerous) intersection at those times of day with many other work and school commuters (both drivers and walkers). The intersection only has a crosswalk spanning the portion across Great Star Drive and not across Autumn Wind Circle. It also does not have a stop sign for traffic on Great Star Drive, so drivers turning from Great Star Drive onto Autumn Wind Circle often take that turn very quickly.
For increased pedestrian and intersection safety, I and other neighbors would like to request a crosswalk be painted in this intersection on the portion crossing Autumn Wind Circle, parallel to Great Star Drive. Officially marking this crosswalk would visibly define the pedestrian pathway for walkers and drivers and in turn, serve as a clear reminder of a pedestrian's right of way in a (marked or unmarked) crosswalk therefore increasing traffic safety for elementary and middle school students and their families who walk this path to and from school each day.

Good morning,
An investigation has been completed and it was determined that installing a crosswalk for traffic calming purpose is not adequate. Placement of crosswalks must be based future demand and should meet a minimum threshold of 20 pedestrians or bicyclists during an hour and a minimum total of 60 pedestrians or bicyclists during any four hours of the day, not necessarily consecutive hours.
Also, since Autumn Wind Cir is used only by its residents and has low traffic volume. According to Maryland Transportation Law Title 21 Section 503, If a pedestrian crosses a roadway at any point other than in a marked crosswalk or in an unmarked crosswalk at an intersection, the pedestrian shall yield the right-of-way to any vehicle approaching on the roadway.
Therefore, based on the information above installing a crosswalk is not appropriate at this time.
Thank you for contacting our office with your concern. I apologize our office is unable to assist you further with your request.
