3125 N elm ave Edinburg, TX 78539 its betweeen Shunior st and Monte Cristo RD on 10th street going northbound, New construction application for the location, Resident advised that he came to city hall in the morning to turn in the application but he was told to speak with Priscilla Bernal about this application for water meters. Resident is expecting a phone call from a supervisor for the Utilities Department because Priscilla is not in the office today.
