To clarify --- the cinder block was left in the middle of the sidewalk? If so, this is unacceptable. Is it legal to block a sidewalk, especially with such a trip-hazard? If not, the cinderblock needs to be removed or the owner cited --- before someone doesn't see it and trips and gets SERIOUSLY hurt. If the city won't remove the cinderblock --- after 3 months of citizens reporting that this hazard is there --- then a citizen will remove it.
Please clarify --- is it legal to block a sidewalk --- and if not, what actions can be taken?

Sec. 21-51. - Written permission—Required.
It shall be unlawful to place or leave any obstruction of any kind or nature, or to dig or leave any excavation in any part of any street, alley or sidewalk of the city; provided, however, that any person may upon proper application obtain written permission from the building inspector to temporarily obstruct a street, alley or sidewalk.
