Human Defecating near tree in the park. Young pitbull mix Dog running out into MLK late at night while it's houseless owners sleep in their car. I kncked on their vehicle windows to let them know and tried to retrieve the dog myself. But that's bad - a dog running into that major intersection could cause an accident. Doubly bad is the proximity to a public children's hospital. Usually the young dog is tied up to a tree, or in a cage in direct sun. Several Large beige upholstered chairs dumped. Many, many white benches dumped. Black bags of overflowing garbage on the sidewalk. The encampment is growing. Encroaching onto sidewalk/bustop/street.

Oakland City Council unanimously voted to approve the Encampment Management Policy, meant to “protect and serve all Oaklanders, sheltered and unsheltered, and to manage the adverse impacts of homeless camps by balancing the interests of all residents (i.e. unhoused, housed, business community).” In fact, this policy was intended to reinforce laws that are already in existence in Oakland, but that are not being enforced by the city.
