Description
The alleyway, as well as a small hill, between this High St address, Bristol Place, and the two HeadStart buildings is absolutely full of trash. I can see from my apartment windows, looks as if an entire dumpster full of trash was dumped and spread around the small hill. This trash is blowing through the HeadStart fence into their playground I'm sure.

This is a rough time of year for litter, as stuff melts out of the snowbanks and blows around in the March winds...
The grassy hill (on the top right if you are looking up Bristol Place towards High St.) belongs to HeadStart (even though it's on the other side of their fence, and as such, it can be "out of sight, out of mind" to them). They are responsible for maintaining that piece.
688 High St. is managed by Witman Properties.
10 Bristol Place is ours- I will spot check it, but I suspect it is (relatively) clean at the moment.

Is there a way to alert HeadStart officially about this issue?

My suggestion would be to call or go in personally, and try to talk to someone on the mid to upper level of management.
They probably have a facilities person (i.e. janitor/ groundskeeper) who has a checklist of stuff that he does on a daily or weekly basis. Picking up litter and cutting the grass on that slope should be part of that person's checklist....
I think that should be the ask: "Can you add this to your groundskeeper's checklist?". That way there is a better chance that the problem will be solved on an ongoing basis, instead of just once.
