Description
This fall, Newcomen was surfaced with oil and chips. In many places it has already degraded to lose gravel in places, bare oiled surface in others, and bumpy potholes throughout. This type of surface works well in low speed neighborhoods, but not a 35 mph secondary. It should have been repaved instead of oil and chips. Meanwhile, some low-volume 25 mph tertiaries were repaved that didn't need it. This road was not well handled.
