This issue is not resolved. Broken collar still on the sidewalk and there is still an open hole in the street.

Junkìes probably stole it again. They are worth a few bucks each at the scrapyard downtown. They stole them all on dove st last month. They were even caught on camera filling their shopping cart with water caps and no one seemed to care

This cap has been replaced once again. The object on the side of the road has been removed as well.
