Frankly, it is not clear which lane is the through lane. It just has a sign that says lane merges.

@Saratoga Girl: I took a few minutes to look into it and all findings seem to indicate that the merging lane has to yield to thru traffic in the other lane which would mean the right lane has not right of way. Common sense would necessitate that drivers in both lanes be aware of the ending lane and allow for the merge. Sadly too many people lack common sense and at that particular spot all too many people are in a race to the 30 mph zone, which goes largely ignored.

The real issue is people trying to race to the finish. When you are at the redlight on Geyser, there is cars in both lanes. By the time you see the lane merge sign, you can't get over. So, what do we do? The people in the left lane try to cut the people in the right lane off. That's just wrong. People on the right have the right away. What do you do at a 4 way stop? The person to your right goes first. Am I correct?

I hear you SG. That short stretch of road is nothing but chaos. I perused some google returns and found law enforcement types discussing this but I can tell from experience, they cannot be relied on to be correct. As far as I know you are spot on about the 4 way stop sign. That one I know. It is scary how many people do not know it. Even worse is how many people don't know what a traffic signal intersection turns into a 4 way stop during power outages.

As a highway design engineer I understand the confusion about who has the right of way. A quick check of the NYSDMV Driver's Manual shows this situation is not covered thee. FYI there are different versions of the 'lane ends' warning sign. Some show the right lane ends (like in this locations), some show the left lane ends, and some show both lanes merge into one. The driver in the lane that ends must yield the right of way to the driver in the lane that continues. If both lanes end/merge into a single lane then both drivers have equal responsibility. The person on the right does NOT always have the right of way. In this location the original statement is correct - the right lane is not thru lane. Saratoga Girl and many other drivers aincorrectly beleive they have the right of way. They don't. Having said that, drivers in the thru lane need to be courteous.
