When this issue was reported on SCF, we attempted to send this to SF 311, per our standard process. However, it was rejected (on multiple attempts), due to the corrupt image data. We have manually fixed the image upload, based on your second upload attempt (in a comment). However, we are marking this as Closed, due to the length of time that has passed.
