wrong dept., leaf program issue

I am a little confuse on how this ticket was closed and a bulk of leaves are still sitting in the alley behind 1707 Dinwiddie Ave, between Dinwiddie and Chicago Ave. This happens all the time and I have to send in a picture of the work request again, because someone has said they have completed the 1st request. Please if anyone has a question they can come to my office at 1822 Chicago Ave and I will show them what needs to be done. Please see the photo attached.

wrong dept., you need leaf collection, also, leaf collection is done on the front and not in the alley
