It is not hard to tell when a vehicle is going significantly over the limit.

The limit on 25th St is 40kph. I would bet money few drivers maintain that speed!

Oh and call the bus service directly. Ask them their policy on speeding and give them the bus number or if you can't get the number give the exact time and location. They can track down the driver from that.
