This is where The Keep Dimond Clean crews drop off bagged litter so public works can pick it up. It is now becoming more and more a spot for illegal dumping. The whole illegal dumping problem in Oakland in completely out of control.
WHY is _Caltrans_ not picking up the pace on removal of these encampments, which brings with them the HUGE waste stream / vandalism / panhandling / crime into our n'hoods that we then have to contend with??? >:-(
This pile is the city's responsiblity to clean up. The game the homeless pull is once they are kicked off the state property they go to the city property and back again. As far as Caltrans go's as long we keep up on the maintenance service requests (MSR) on there web site they have been doing a pretty good job as far as the on and off ramps go and so so in the the park and ride lot.
