I agree that 311 is the proper first step to make the City aware of unsafe sidewalks. 311 is resposible for sending your post along to the correct COH deparent. After that notification 311 has completed its responsibility and will close the item out.
If you research on COH website- there will be information that sidewalks and curbing are responsibility of the property owner. In the older neighborhoods in Houston many properties are not owner occupied and that complicates this issue.
To my own limited experience, COH does not initiate repairs unless there is a question of the disabled being denied access.
It is a shame that sidewalk repair is not a priority with COH. A dangerous sidewalk is a danger-- period. We can only hope COH will reexamine the unsafe sidewalk situation.
