Contact Calif Alcohol Beverage Control. Work with your neighbors document the problems and get a petition going. it worked with two liquors stores in my neighborhood. The thing they want is to lose there liquor lic for 60 days.
Back to the endless calls to code enforcement. Do they have garbage service as required by the city. Better yet do they have a business lic. Call city planning and find out.
