I'm guessing from the address you gave that this photo was taken in Mary O'Malley Park, which is *not* under the jurisdiction of the City of Chelsea. Mary O'Malley is a State Park, and therefore you must contact the Dept. of Conservation & Recreation: http://www.mass.gov/eea/agencies/dcr/massparks/region-north/mary-omalley-state-park.html
